I've gotten a ticket when I was driving the speed limit. But you can't "backtalk"(defending yourself is considered backtalk) against police officers. He did it too fill his quotient. Not cop related but a section of the government that deals with exporting people out(kicking thm out) has a quota to meet on people kicked out. Or I've driven 90km/h through a downtown area at 3 in the morning and not gotten busted. It's fun when there isn't any slow drivers doing half the limit to hold up traffic. Whereabouts?
