dont know if ny has a good samaritan law, but if so he would have just violated it by not reporting… this probably is fake but if not, what kind of a person would just drive off just to avoid a traffic violation…

Correct. In the United States, you don’t have to do anything unless you’re in uniform or in an ambulance/police car/etc.

Even as an EMT I don’t have to call 911 unless I’m on the clock.

that’s not true. normal citizens are not legally obligated to help in any way, or even call 911.
